Who is holding up the ammunition for Ukraine

My great grandson is asking me, where is our ammo for Ukraine?
He will be 20 next month and is a corporal serving with a unit in East Germany. They are training Ukrainian soldiers how to use a variety of weapons. They need lots of ammunition to practice shooting. (We all did, as I recall).
These young American warriors train the Ukrainians by day and drink beer with them at night. They have heard of the atrocities committed by Russian troops, the devastation of Ukrainian cities, the deaths of soldiers, children, grandparents, etc. Our troopers want to fight too, but cannot.
However, they are doing the best they can to prepare their “comrades in arms,” the Ukrainian combatants.
Our soldiers realize that Americans are, in all reality, the “quarterbacks” of all the NATO forces in Europe. They are wondering who is delaying ammo shipments? And why? How do I tell them about the petty politicians who are doing so just to gain political power? With little or no real concern about the Ukrainian people? Or any defense of freedoms? For Europe and/or the world?
